PM Fuel Relief Scheme: Vehicle Ownership Not Required, SMS Registration Free

The government has introduced additional facilities for people applying for the Prime Minister’s Fuel Relief Scheme, including free SMS registration and a relaxation in the vehicle ownership requirement.

Under the revised process, applicants do not necessarily have to be the registered owner of the motorcycle or vehicle for which they are seeking fuel relief. The government has also directed the relevant authorities to ensure that registration-related SMS messages do not cost applicants.

The scheme was introduced to provide financial relief to lower- and middle-income households affected by higher petrol prices amid the changing regional situation and rising petroleum costs.

How much petrol relief is available?

Eligible users can receive a relief of Rs100 per litre of petrol under the programme.

According to the government’s announced mechanism, eligible two- and three-wheelers can receive relief on up to 20 litres of petrol per month. This means the maximum monthly relief for these vehicles can reach Rs2,000.

For eligible vehicles with engines of up to 800cc, relief is available on up to 30 litres per month, giving a maximum monthly benefit of Rs3,000.

The government has also specified limits for individual transactions, with relief for two- and three-wheelers structured around a weekly allowance and the 800cc category around a 10-day cycle.

Vehicle does not have to be registered in the applicant’s name

One of the key changes is that applicants are not required to have the motorcycle or vehicle registered in their own name.

However, applicants still need to provide the required vehicle information during registration. This includes details such as the vehicle’s registration number, registration province and registration date.

The relaxation is intended to make the programme accessible to people who regularly use a vehicle but are not listed as its registered owner.

The applicant’s CNIC and mobile SIM information, however, remain part of the verification process.

Registration through 9771

Citizens can register for the fuel relief programme through SMS by sending the required information to 9771.

The registration information includes:

  • CNIC number
  • Vehicle or motorcycle registration number
  • First letter of the registration province
  • Vehicle registration date

The government has instructed authorities to make the SMS registration facility free so that applicants do not have to pay an additional charge for submitting their registration request.

What happens after registration?

Once registration has been completed, applicants can use the programme’s token process to obtain the fuel subsidy.

According to the announced procedure, users can send TOK to 9771 to receive their fuel-relief token. The token is linked to the applicant and is required when claiming subsidised fuel.

The purpose of the token system is to prevent another person from using someone else’s entitlement.

PM Fuel Relief Scheme: Vehicle Ownership Not Required, SMS Registration Free

Who can benefit from the scheme?

The government has announced the programme for eligible users of:

  • Motorcycles
  • Rickshaws
  • Qingqi and other eligible three-wheelers
  • Vehicles with engine capacity of up to 800cc

The scheme is intended for non-commercial users, and the official framework limits the benefit to one eligible vehicle per consumer/owner.

Vehicle-age requirements have also been specified under the programme. Applicants should check the latest official eligibility criteria before registering because programme conditions and implementation details can change.

When did the relief programme begin?

The government planned a phased rollout of the scheme, beginning with the Islamabad region before expanding the programme to other parts of the country, including Azad Jammu and Kashmir and Gilgit-Baltistan.

The government also instructed Islamabad’s administration and other relevant officials to remain available in the field and help citizens with registration and other steps involved in receiving the relief.

More than 600,000 SMS received in Islamabad

During the initial Islamabad phase, the government reported receiving more than 600,000 SMS messages by the afternoon of September 14, 2026.

Of those applications, 42,933 applicants had successfully completed registration for the Prime Minister’s Special Relief Scheme at the time of that briefing.

These figures represent the position reported during that particular government briefing and should not be treated as the current nationwide registration total.

Important Information for Citizens

Details regarding the Fuel Relief Scheme are subject to change; therefore, please consult the latest official guidelines before registering or availing the relief on petrol. The government has also referred to the website pmfuelrelief.pk for scheme details.

Check the latest information before applying

Because petrol prices, eligibility rules, registration procedures and programme implementation can change, applicants should check the latest government instructions before submitting their information.

The government has also provided an official website for information about the fuel relief programme.

For applicants, the most important points are that SMS registration has been made free, vehicle ownership in the applicant’s name is not necessarily required, and the relief is subject to the programme’s eligibility and monthly fuel limits.

The scheme is intended to reduce the immediate impact of higher petrol costs on eligible lower- and middle-income consumers through a digitally managed relief system.
